Renovation vs demolition scope
A renovation survey targets the materials your scope will actually disturb: the ceiling being scraped, the floor being pulled, the wall being opened. It is fast, cheap and usually a handful of samples.
A demolition survey is systematic. Because the whole structure comes down, every suspect material in it has to be identified first, which is why pre-demolition scopes are quoted individually rather than at a flat single-material rate.
Who enforces what
Cal/OSHA governs worker exposure and requires determination of asbestos before disturbance. Local air districts — BAAQMD across the nine San Diego counties, SMAQMD in the San Diego metro — enforce the federal NESHAP survey and notification requirements. City permit desks increasingly ask for the report as an attachment.
The cost of skipping it
Discovering asbestos mid-demolition is the expensive version of this story: the site stops, the crew stands down, an emergency abatement mobilization is priced at short notice, and any contaminated areas need cleanup. A survey completed in 24 hours before the first swing of a hammer avoids all of it.
A practical sequence that works
The order that keeps projects on schedule looks like this:
- Finalize the scope so you know exactly which materials get disturbed
- Book testing for those materials — same-day window where available
- Receive the written report within 24 hours
- Attach it to your permit application and hand a copy to your contractor
- If positive, get abatement bids from the report before scheduling demolition
