Two different questions
Bulk sampling takes a physical piece of a building material and asks what it is made of. The answer is durable — the material will contain what it contains for as long as it exists.
Air monitoring draws a measured volume of air through a filter and counts the fibers captured. The answer is a snapshot of a moment in a specific location, and it changes with activity, ventilation and time.
Conflating them leads people to pay for an air test to decide whether their ceiling is safe to scrape. It cannot answer that question, because the ceiling is not releasing fibers while nobody is touching it.

When air monitoring is the right answer
Air monitoring belongs to a narrower set of situations, most of which involve work that is already happening or has already happened.
During abatement, air monitoring verifies that containment is working and that fibers are not escaping into occupied areas. After abatement, clearance sampling confirms the area is safe to reoccupy — this is a formal process with defined criteria.
Air monitoring also has a role where a disturbance has already occurred and occupants need to know whether the space is currently contaminated. Even then, bulk sampling of the disturbed material usually happens alongside it, because the two results answer different halves of the question.
Why a clean air result can mislead
Asbestos fibers settle. An air sample taken in a quiet, undisturbed room days after an event may return low counts even though substantial settled dust remains on surfaces, ready to be re-entrained by vacuuming, foot traffic or HVAC operation.
That is why clearance protocols include aggressive air movement before sampling — the point is to test the worst case, not the calm case. An informal air sample taken in a still room proves considerably less than people assume.
How they work together on a real project
A typical sequence on a positive result looks like this: bulk sampling identifies the material and its content. That result determines whether abatement is required and how the work is scoped.
During abatement, the contractor's monitoring verifies containment. After abatement, clearance air testing confirms reoccupancy. Then the project proceeds as ordinary construction.
