Asbestos testing before demolition: the survey that keeps the job legal

Demolition is the one scenario where a survey is not optional. Here is what regulators expect and how to get it done in a day.

Short answer

California air district rules require a thorough asbestos survey of a structure before demolition, regardless of the building's age, and notification to the air district before work begins. The survey identifies every suspect material in the structure, samples the homogeneous areas, and produces a written report that must be available on site during demolition.

Key takeaways

  • Demolition surveys are broader than renovation testing — the whole structure is in scope.
  • Air district notification timelines mean the survey has to happen early in the schedule.
  • The report must be available on site while demolition proceeds.
  • Skipping the survey risks stop-work orders, penalties and contaminated debris you cannot legally dispose of.

Why demolition is treated differently

Renovation disturbs specific materials. Demolition disturbs all of them at once, violently, with heavy equipment, in the open air, next to neighboring properties. That is why the regulatory posture is stricter and why the survey requirement applies broadly rather than only to older buildings.

The rules exist because uncontrolled demolition of asbestos-containing structures is one of the highest fiber-release events possible in a residential neighborhood. Once a machine has processed a building, containment is no longer an option.

What a demolition survey covers

A pre-demolition survey inventories the entire structure, including areas a renovation survey would never look at, and samples every distinct homogeneous material that could contain asbestos.

  • Ceiling textures, spray-applied coatings and acoustic tile
  • All flooring layers and adhesives, room by room
  • Wall systems: drywall, joint compound, plaster, texture
  • Exterior stucco, siding, transite panels and soffits
  • Roofing felt, shingles, mastics and flashing compounds
  • Thermal system insulation: pipe lagging, duct wrap, boiler and furnace materials
  • Window glazing putty and caulking
  • Fireproofing, vermiculite-type attic fill and miscellaneous mastics

Demolition sequence with asbestos

The correct order — each step depends on the one before it.

  1. 11

    Survey the structure

Full inventory and sampling of all homogeneous materials.

  2. 22

    Report in 24 hours

    Written results identify positive materials.

  3. 33

    Notify the air district

Advance notification based on survey findings.

  4. 44

    Abate positives

    Licensed removal and manifested disposal.

  5. 55

    Demolish

    Report available on site throughout.

Notification and scheduling

San Diego County air districts require advance notification for demolition projects, with specific lead times. That clock starts from a completed survey — you cannot notify accurately without knowing what is in the building.

In practice this means the survey belongs at the very front of the demolition schedule, alongside utility disconnects and permits. Teams that wait until the machine is booked end up paying standby costs.

Because our laboratory turnaround is 24 hours, the survey itself is rarely the bottleneck. The bottleneck is remembering to start it early.

What happens when the survey finds asbestos

Positive materials must be removed by appropriately licensed abatement personnel before the structure is demolished. This is called pre-demolition abatement, and it is sequenced ahead of the machine.

The removed material is disposed of as regulated waste with manifests. The remainder of the structure can then be demolished conventionally, and the debris can be characterized as ordinary construction and demolition waste.

Attempting to demolish first and sort later is not a legal strategy. Once material is mixed into rubble, the entire pile inherits the contamination question.

Partial demolition, garages and outbuildings

Partial demolition — taking down a rear wall for an addition, removing a garage, gutting an interior to the studs — still counts. The scope of the survey follows the scope of the demolition.

Detached garages and outbuildings are routinely forgotten and routinely positive. Older garages frequently have transite panels, cement board and roofing felt, all of which are asbestos-era favorites.

Cost, turnaround and how we quote it

A single suspect material comes with $50 off today with a 24-hour result. A full pre-demolition survey is priced by the number of homogeneous materials and the size of the structure, quoted in writing before anyone collects a sample.

That quote-before-sampling policy exists because demolition budgets are fixed and general contractors need a number they can put in a bid, not an hourly estimate that grows.

Typical pre-demolition survey scope
StructureTypical homogeneous materialsTurnaround
Detached garage3-624 hours
Single-family house, 1,200 sq ft8-1424 hours

Keeping the report on site

The written survey must be available at the job site while demolition is under way. Inspectors ask for it, and 'it is in the office' is not a satisfying answer during a site visit.

Print a copy for the trailer, keep a PDF on the site supervisor's phone, and attach it to the demolition permit file. It takes five minutes and prevents a stop-work order.

FAQ

Before demolition: common questions

Does a new building need a demolition survey?

California air district rules apply the survey requirement broadly to demolition, not only to old structures. Confirm the requirement with your local district before assuming an exemption.

How long does a full survey take on site?

A typical single-family structure takes a few hours to inventory and sample; the laboratory turnaround is 24 hours.

Can the demolition contractor do the survey?

The survey must be performed by appropriately qualified personnel. Many demolition contractors subcontract it precisely to keep the roles separate.

What about a garage or shed?

Included. Detached structures frequently contain transite panels and roofing felt and are among the most common positive results we see.

ACM
Asbestos-containing material — any material with more than 1% asbestos by weight.
PACM
Presumed asbestos-containing material — older suspect material treated as positive until testing proves otherwise.
