People reason that outdoor work disperses dust, so it must be safer. That reasoning ignores where the worker is standing. When a grinder cuts stucco, the operator's breathing zone is directly in the plume, at the highest concentration that will exist anywhere.
It also ignores where the dust lands. Exterior cutting deposits material on the ground, on patios, in gardens, in pools, and on neighboring properties, where it can be re-entrained later by wind, sweeping or foot traffic.

The exterior envelope of a pre-1990 building contains a surprising number of asbestos-era products, several of which are among the most consistently positive materials in the whole building.

Re-siding and stucco repair projects
Re-siding a house typically involves removing the existing cladding, which for a mid-century home may be cement-asbestos shingles. Removal generates breakage, and breakage generates fibers.
Stucco repair involves cutting out failed sections with a grinder or saw. Even a small patch job puts a worker directly in a dust plume for extended periods, repeatedly, across a career.

Window replacement: the hidden exterior disturbance
Window replacement is sold as a clean, tidy upgrade. On an older home it involves cutting the stucco or siding around the opening, removing old glazing putty, and disturbing whatever sealants surround the frame.
Glazing putty is a classic asbestos-containing product, and it is right at hand height. Crews handle it directly, often scraping it dry.

Roofing tear-offs
Roofing felt and older built-up roofing systems were made with asbestos for tensile strength and weather resistance. A tear-off breaks all of it apart and drops it into a dumpster below.
Where a roof is being removed on an older structure, sample the roofing layers as part of the project planning. It also determines the disposal route for the debris, which matters because roofing tonnage is significant.
Power washing: the most avoidable mistake
Power washing cement-asbestos siding is a well-known bad practice. High-pressure water erodes the cement matrix, releases fibers, and washes them into soil and drainage.
If your siding is from the era and you have not tested it, do not power wash it. Gentle cleaning methods exist, and testing tells you which approach is appropriate.
